Substandard operational practices at animal feeding operations can result in routine, low-level chronic releases of contaminants to the environment, and even well-run "controlled" processes can still produce routine releases. In addition, there may be accidental acute releases of contaminants due to poor operations, especially when exacerbated by other factors such as extensive rainfall events.
