Water utilities always need to bear in mind that any efforts expended by the AFO facility to reduce potential impacts of wastes on water supply will require expenditures of time, money and effort; consequently, these will be viewed by the AFO operator as costing them potential profits. Economic trends in the industry will impact the ability of operators to pay for environmental improvements, and not many farms have sufficient money to build treatment systems. Targeting effective BMPs to the highest priority pollutant source areas is needed to maximize the impact and value of funds expended for source water protection.
